The primary objective of this research is to provide information to evaluate the effectiveness of HOV lanes in the Puget Sound area. The monitoring effort will be as multifaceted as budgetary constraints allow. This monitoring effort will cover HOV lane usage (occupancy), violations, person throughput, enforcement issues, and public opinion. |
