Objective

The objective of this research is to develop planning monitoring tools that will assist WSDOT project management in controlling the time and cost performance of highway projects. These tools will include time/cost characteristic tables and cash flow profiles for the different types of highway projects. Time and cost figures and cash flow profiles of new projects will be compared to those established in the historical characteristic tables and profiles, and consequently, the WSDOT project management will be able to check the status of project time and cost performance and take corrective actions as necessary.

Project Progress

During the reporting period: (1) Project data were classified in preparation for statistical analysis, (2) statistical, descriptive and comparative analysis were done on the projects data to determine the historical performance of highway projects, (3) a survey of States DOT was conducted to solicit how DOTs analyze the progress and performance of highway projects, (4) tables were developed to provide the statistics (e.g. min., max, average) of the duration of projects for different categories of cost, mileage, and quantities of HMA, and (4) prediction formulas were developed using multiple linear regression and ridge regression analyses in order to assist WSDOT in predicting the time and cost of projects at the planning and preliminary stages of the projects.

New Period Proposed Activity

Statistical analysis is underway to develop the performance/progress curves for different categories of project data (cost, quantity, and mileage). This is the last part of the research before writing the draft report.

Problems

No problems to report. However, the PI may request a one month extension to complete the final report/research.

Implementation and Other Relevant Information

The prediction formulas and the progress/performance charts should be available with the draft report. The PI with the technical committee for the research would test the prediction formulas and progress charges on recent projects. Prediction formulas would be used along with current WSDOT methods for estimating time and cost of projects. Progress charts would be implemented after approval in the relevant WSDOT documents, e.g. construction manual.
